WhatsApp Business API pricing by country (2026)
Meta charges for each WhatsApp message it delivers, at a rate set by the message's category and the country calling code of the recipient's number. This guide lists Meta's published rates for all 47 markets on its card, effective 1 October 2026, the rules behind them, and a calculator for an estimated cost.

How Meta charges for WhatsApp messages
Meta charges a business for each message it delivers to a WhatsApp user. A template is charged only when it is delivered, and Meta does not charge for messages users send to the business.
The price of each message depends on two things: its category, and the country calling code of the recipient's WhatsApp number, which Meta calls the market. Each delivered message has only one category, so it carries at most one charge.
The five message categories
Meta has five message categories. Three of them are templates, which a business can send at any time, and the category assigned to a template decides the rate it is charged.
- Marketing: templates for promotional goals.
- Utility: templates for transactional or informational goals.
- Authentication: templates for identity verification.
- Service: replies that are not templates, which a business can send only while a customer service window is open. The window lasts 24 hours from the user's last message or call, and restarts each time the user messages or calls again.
- Meta Business Agent: messages charged by the tokens they use, at one global rate, with no volume tiers and no free messages; this category is not in the rate table on this page.
What changed on 1 October 2026
Since 1 October 2026, Meta charges for service messages again, at the same per-message rate as utility and authentication messages in each market; it had stopped charging for them on 1 November 2024. Service messages have no volume tiers.
Templates sent inside an open customer service window are now charged like any other delivered template. The last exception, utility messages sent in reply to a user, which Meta had not charged for since 1 July 2025, ended that day.
Each business phone number gets 1,000 free service messages a month, and Meta charges from the 1,001st. Unused ones do not roll over, and the count resets each month at midnight in the Messaging account's time zone.
Without a payment method on the Messaging account, Meta still delivers service messages within the monthly free tier, but stops delivering them once the free tier is used up.
Reactions are the one kind of service message Meta does not charge any business for, and they do not use up the 1,000 free service messages. Government and non-profit organisations that Meta finds eligible are not charged for service messages beyond the monthly free tier until 31 December 2027.
Free messages after a click-to-WhatsApp ad
When a user messages a business from an ad that clicks to WhatsApp, using WhatsApp's Android or iOS app, and the business replies within the customer service window, that reply opens a free entry point window of up to 7 days. While it is open, Meta does not charge for marketing, utility, authentication or service messages. A user writing from WhatsApp's desktop or web app does not open one.
A free entry point window belongs to the business phone number and the user together, so every Messaging account sending from that number can use it, not only the one that paid for the ad.
Volume tiers for utility and authentication
Volume tiers lower the utility and authentication rate as a business sends more of those messages in a month. They are counted separately for each market and category, and they do not apply to marketing or service messages.
Meta works out the tier itself, from the charged utility and authentication messages sent across all the Messaging accounts a business portfolio owns, not per phone number. Messages sent in a free entry point window do not count.
A lower tier rate applies only to the messages that fall inside that tier, not to the whole month, and the count goes back to zero at midnight at the start of each month in the Messaging account's time zone.
Tier thresholds and tier rates differ by market and by category, and Meta publishes them in its rate card files. The calculator further down this page applies them to the number of messages you enter.
WhatsApp Business API rates by country
Meta's rate card has 47 markets: 39 named countries and 8 regions. The table below gives Meta's published rate per delivered message in each of them, in US dollars, effective 1 October 2026 in each Messaging account's time zone.
Meta publishes its rate cards in 16 currencies, including US dollars, and this table is its US dollar card. Its utility and authentication rates are the list rates, before any volume tier, and in every market service messages have the same rate as utility and authentication messages, but no volume tiers.
For example, Meta's list rate for a marketing message to a WhatsApp number with Saudi Arabia's country calling code is $0.0576, and for a service message $0.0107. In the United Arab Emirates market the same two rates are $0.0576 and $0.0157, and in the Qatar market $0.0341 and $0.0120.
Kuwait and Oman have had their own rates on Meta's card since 1 October 2026: a marketing message is $0.0792 in the Kuwait market and $0.0341 in the Oman market. Before that date, messages to them were charged the Rest of Middle East rate, and since then their volume tiers count separately from that region.
Some markets also have a higher authentication-international rate, which is not in this table: Meta applies it only when it has found the business eligible, the business is based in a different country from the recipient, and the message is delivered after the business's start time.
For marketing messages sent through Meta's Marketing Messages API for WhatsApp, a business can set a maximum price per message, and Meta then charges that price or less; marketing messages sent through the Cloud API pay the published rate.

Which countries are in each region
A country without its own rate on Meta's card is charged its region's rate. For example, Bahrain, Jordan, Lebanon and Yemen are charged the Rest of Middle East rate, and Canada and the United States the North America rate.
Meta maps country calling codes to countries and regions, and any country it does not list is charged the Other rate. The lists below are Meta's own mapping of countries to regions.
So a marketing message to a number with Jordan's country calling code is charged $0.0392, the Rest of Middle East rate on Meta's card effective 1 October 2026.

Estimate your cost
The calculator estimates what Meta would charge for a number of delivered messages in one category to one market, using the rates in the table above. For utility and authentication messages, it applies Meta's volume tiers to the number you enter.
The result is an estimated cost. It does not take off the 1,000 free service messages each business phone number gets a month or the messages Meta does not charge for in a free entry point window, and it does not include taxes.
When Meta changes prices
Meta may change WhatsApp prices only on the first day of a quarter: 1 January, 1 April, 1 July or 1 October, so at most four times a year.
Meta gives at least one month's notice before changing a rate, at least three months before adding to its pricing model, and at least six months before changing the pricing model.
The rates in this guide are the ones that took effect on 1 October 2026.
Where RelayPlus fits
With RelayPlus, your number connects to Meta's WhatsApp Cloud API directly, not through a reseller. With direct billing, Meta bills your messages to your own WhatsApp Business Account at Meta's own rates, and the plan price is what you pay RelayPlus.
Before you send a broadcast, RelayPlus shows an estimated cost: the number of contacts it can reach, multiplied by one stored rate for the template's category. When you pick a template to send from the inbox, each one shows its estimated cost before you send it.
Because that estimate uses one rate per category rather than each recipient's country, it can differ from the calculator on this page, which uses each market's rate, and from the amount Meta bills.
Questions people ask
How much does a WhatsApp marketing message cost in Saudi Arabia?
Meta's list rate is $0.0576 for each marketing message delivered to a WhatsApp number with Saudi Arabia's country calling code, effective 1 October 2026. Marketing messages have no volume tiers, and marketing messages a business sends in a free entry point window, opened after a click-to-WhatsApp ad, are not charged.
Are WhatsApp replies within 24 hours free?
Not since 1 October 2026. Meta charges for service messages, the replies that are not templates, after 1,000 free service messages a month for each business phone number, and a template sent inside the 24-hour window is charged like any other. The exception is a free entry point window, opened when you reply within the customer service window to a user who wrote from a click-to-WhatsApp ad on WhatsApp's Android or iOS app.
Do I pay for messages customers send me?
No. Meta charges a business only for messages it delivers to WhatsApp users, and does not charge for messages users send to the business.
How often does Meta change WhatsApp prices?
At most four times a year. Meta may change prices only on the first day of a quarter (1 January, 1 April, 1 July or 1 October), and it gives at least one month's notice before changing a rate. The rates in this guide are the ones that took effect on 1 October 2026.
Does the price depend on where my business is based?
No, with one exception. The price of each message depends on its category and on the country calling code of the recipient's WhatsApp number. The exception is the higher authentication-international rate in some markets, which Meta applies only when it has found the business eligible, the business is based in a different country from the recipient, and the message is delivered after the business's start time.
How does Meta bill my messages when I use RelayPlus?
With direct billing, Meta bills your messages to your own WhatsApp Business Account at Meta's own rates, and the plan price is what you pay RelayPlus.
Are messages after a click-to-WhatsApp ad free?
Yes for marketing, utility, authentication and service messages, for up to 7 days, if the user writes from the ad on WhatsApp's Android or iOS app and you reply within the customer service window. Your reply opens a free entry point window, in which Meta does not charge for those four categories.
Do Kuwait, Oman and Bahrain have their own WhatsApp rates?
Kuwait and Oman do, since 1 October 2026; before that, messages to them were charged the Rest of Middle East rate. Bahrain has no rate of its own, so messages to numbers with its country calling code are charged the Rest of Middle East rate, $0.0392 for a marketing message on Meta's card effective 1 October 2026.
